Control which leads populate in the Staff Lead Browser.

Choose whether to populate only "new" staff in the Lead Browser. When set to 'Yes', the staff Lead Browser will only show staff who first applied for the year selected.

• This means that staff who submitted an application but have applied in years prior will not appear in the Lead Browser.
