If a particular family is unable to see certain enrollment option(s), it's most likely because their camper does not meeting the restrictions for the enrollment option.
Verify the restrictions for the enrollment option by going to Step 9 of the Camper Setup Wizard, expanding the option, and reviewing the Restrictions tab within.
Then, review the camper's profile to confirm if they meet the restrictions. If the option is being restricted by a saved report, load the report and review the parameters to see if they need to be updated so as not to exclude the camper in question.
If multiple families are unable to see an enrollment option, verify that the option and bundle are Active on Step 9 of the Camper Setup Wizard.
